Is it fair that if a man does not want to be the non casodial parent and only gets four days a month?

Is it fair that if a man does not want to be the non casodial parent and only gets four days a month and have to pay child support he must never have children with American women. Many man only want children if they are the casodial parent and do not have to pay child support to the mother, but would still finically support his children but has 100 percent say in this.
